Lack of Candor, or just big fat lies?

It is increasingly obvious to most people who are paying attention that governments often tend not to be forthcoming or honest. Sometimes it’s an out-and-out lie, other times it boils down to a “Lack of Candor,” Lack of candor specifically implies dishonesty by omission. To be more to the point, candor is the quality of being forthcoming. It means that you said nothing when you should have said something. As citizens, we are demanded under penalty of law to both be fully honest (not lie) and to be forthcoming with the truth. Why do we allow the government to do the things we as citizens are forbidden?
